He was born in India and he grew up in a small town called Naini Tal in Haryana. He got his basic education from the local school, and later he completed his graduation from the Birla Institute of Technology. After completing his graduation, he worked as a software engineer at the Bhabha Atomic Research Centre and then as a deputy general manager at National Defense Research and Development Organization (NDRDO). He joined the Indian Space Research Organization (ISRO) as a director in the year of 1986. He worked as a director for around twenty-five years until he retired from the organization. He has also worked as a director of Central Electronics Engineering Research Institute (CEERI), and as a project director at ISRO Satellite Center (ISAC). He is married to Chaya Chander, and they have three children: Suman, Sudhir and Ruchi.
