This is a very realistic statue of a girl in a store, and there is no reason to believe that she is equestrian at all. The girl has no saddle, reins, or bridle on the horse. There is no way that she could even get on or off the horse. If she was riding the horse, then the statue would be more realistic than it is, and we would see someone ride the horse.
