Rome Aiguille personality type is ENTJ, so that makes sense. He's too focused on the big picture and also he's "technically" a Supervillain, but not much else fits. He was a pretty good villain in the film, but I would've liked to see more of his plans and motivations.
Loki: Loki is ENTJ. He's sly, he's manipulative and he's pretty good at keeping people in the dark about his schemes.
Relic: Relic is a Se. I think he's a little more manipulative than Loki, though. I think he's a little more motivated by his own desire for power (which is also Se-based) than Loki's selfishness.
Dr. Doom: Dr. Doom is an ISFJ (or maybe an ISFJ with a Se-dominant function, though that's a bit of a stretch). His goal is to rule the world and he's got the skills to do it, so he's not going to give up easily.
Cable: Cable is an ENTJ. He's really focused on his goals and will use any means necessary to get the job done.
