This is usually a modesty issue. If they do use their power, it is usually in a way that is completely selfless and altruistic to other people.
The creators of the show seem to agree that she is lazy. They probably should have given her a more active personality. But I think she could be a lot more fleshed out, and not lazy at all.
In the episode where she gets her powers, she's actually investigating the abuse of young girls at a school. She doesn't use her power to stop it, but it's a pretty major plot point in the episode.
So I think her personality could be a lot better. She could be a lot more supportive and helpful to others, and do a better job at her job.
