Leiter was born in the Bronx, New York, on April 10, 1941, and was raised in a middle-class Jewish home. He graduated from DeWitt Clinton High School in 1960, and earned his B.S. in physics from Columbia University in 1963. He earned his M.S. in electrical engineering from Columbia in 1964, and moved to Los Angeles in 1966 to work on a Ph.D. in mathematics at the University of California, Los Angeles. In 1972 he was awarded a two-year MacArthur Foundation fellowship, and moved to Washington, D.C. to work on a Ph.D. from Georgetown University in computer science. He was on leave from Georgetown from 1974 to 1976 while working as a member of the staff of the House Select Committee on Assassinations. In 1980 he was awarded a two-year Alexander von Humboldt Research Fellowship that allowed him to pursue his research on artificial intelligence at the University of Bonn in Germany. In 1984 he was named a Fellow of the Center for Advanced Study in the Behavioral Sciences at Stanford University, where he remained until his retirement in 2003.
