I'm gonna be honest, when I first read this in the manga I thought "Oh, she's just admiring her own awesomeness." And then in the anime, I thought it was just a casual remark Mikoto made.
But Mikoto Misaka is a lot more than that.
I've read that since she was a baby, her parents were always comparing her to other children. She was the "second child" for her entire life. Until she got to high school, she was always the second child, second-to-last in class, the "girl next door" usually, and was often bullied.
I'm not sure if that's actually true, but the idea of how her parents treated her is still very sad to me.

She is a major character in the A Certain Magical Index light novel series and the main protagonist of its manga spin-off series A Certain Scientific Railgun. She was created as a means to show the social hierarchy in the world, as well as how powerful the main character is. Originally, she was also planned to have long hair, but this was scrapped. She has been praised by both fans and critics alike for her personality and relationships with other characters of the series. Many pieces of merchandise have also been made using the character's likeness.
