The first thing to note is that the other State Department officials and the ambassador to Moscow ignored what should have been the obvious: that the Soviets had no intention of abandoning their nuclear weapons and that we should not require them to do so. It was a failure of imagination or analysis. The second was that we were making a very serious mistake by reacting to what we took to be a bluff.
