You can call it whatever you want as long as you understand what you're doing and why you're doing it. Calling it "music" is just a way of avoiding the necessity of giving a reason for your actions.
What does this have to do with the fact that the art of the last decade has been so bad? That's simple: it's because people don't know how to do it. And this goes both ways: from the most talented artists to the most mediocre ones. But I'm not going to discuss the latter, because most of them are terrible anyway.
