Huon Park personality type is INTP, and they can be very intelligent and philosophical people. I don’t think you’ve got to be a genius to be a Hoon, but you do need to be a pretty sharp and well-informed person. I’ve watched people who are very intelligent and methodical take on the role of Hoon and play it pretty well. I’m not sure what the roles of other personality types would be like in the Hoon ranks, but I’d suspect that INTPs would be at the top of the list.
