To me, there's not a lot of Ne in him. He seems more like the other types, but i don't know. I think he's a Ti-Ne type, but he's not very Ti, and he doesn't really seem to care about rules. I think his Ti would be more Ti-Ne rather than Ti-Se, and his Ne would be more Fi-Ne.
He's definitely an ENFP. To me, there's not a lot of Ne in him. He seems more like the other types, but i don't know.
