Unfortunately, Doc Horns is no Jedi. He is a Sith Lord, who, like any good Sith, is evil in his own way. A Sith Lord's primary motivator is hatred, and Doc Horns has a well-documented hatred of the Jedi order. In fact, he's so obsessed with that order that he's willing to bring down the entire galaxy upon himself.
Doc Horns originally began his career as a Jedi, but was eventually seduced by the Dark Side of the Force. He learned how to give in to his hatred of the Jedi and use it to destroy them.
