And even if they aren't, I'd still say that they are as intelligent as humanly possible.
I'm not sure I'd say that they are more intelligent than humanly possible, but they're certainly more intelligent than any other known species. Also, I don't see how you could disagree with that. Your argument seems to be that because there are intelligent beings, it is inherently impossible for there to be intelligent life elsewhere (which I agree with), but that because there are intelligent beings, there can't be other intelligent beings. So I suppose we'll have to agree to disagree.

No, it's not an idea. There are countless examples of human races throughout history who have believed themselves to be superior to other races. There are countless examples of other races throughout history who have believed themselves to be superior to other races. The concept has been used to justify genocide and slavery.
