The ENTJ's natural system is designed towards getting the ENTJ to become more efficient and effective, quicker, and more effective than he would be in a less controlled situation.
So, it would be fair to say that the ENTJ's aim is not to be a tyrant or a dictator. He's an ENTJ, and he wants to become more effective and efficient than he could possibly be in a less controlled situation.
