Belphomet Ardelyte personality type is ESTJ, and I wouldn't be surprised if Huestis is a high-level law enforcement officer, as that type tends to be.
The problem with Huestis is that she's supposed to be a human-looking dragon, and while Huestis can match Felicity's height, she's nowhere near as muscular or defined as Felicity is. Her face also doesn't look like it would be able to take a lot of hits.
We're also supposed to believe that Huestis is an alchemist, and that she's trying to create a drug that will allow people to turn into dragons. That's a highly dangerous and unpredictable process, and the book doesn't really tell you how she's doing it.
I'd say that Huestis' personality is pretty spot-on. She's not really a good person, but she's not really bad either. She's just anti-social and doesn't really care about anyone but herself. She's got a lot of potential, but she won't get any development in this book. She'll probably just fade into the background as a background character, being the evilest of the evil.
