Alduin personality type is ENTJ, but he doesn't sound completely evil, he just acts like a jerk.
So I'm going to call this a glitch. It seems that when you use a dragon shout at a high level, Alduin will actually shout "GAMES OVER!" in his normal voice. The dragon shouts seem to have a chance of activating a glitch where Alduin will say a different dialogue when a dragon shout is used.

Alduin's voice clips are absent from the game, but there are voice clips recorded for the Dragonborn's shouts. This makes it impossible for him to say all of the lines normally used by dragons.
