Bane personality type is ESTJ, while the psychopath is ISTJ. Not only does this explain why the psychopath is less charismatic, but it also explains why they are more likely to become leaders. ESTJs are less likely to become psychopaths because they are more consistent in their behavior. I don't think that the ISTJ is less likely to become a psychopath than the ESTJ, just that they are more likely to be less charismatic than the ESTJ.

The ISTJ doesn't have the same lust for power that the ISTP has. The ISTJ would be more inclined to use their position for the good of the group, rather than rule by force.
INFJ
I'd agree with most of what you say about the INFJ, except about their dominance of the group. I've found that they are not so much in charge of the group, but more in charge of the well being of the group. The INFJ's main problem is that they will often neglect their own interests for others, which can make them seem cold and distant, especially to those around them.
Every personality type has a certain type of psychopath in it.
