Plutarch Heavensbee is the new Head Gamemaker following the death of Seneca Crane. He is actually the judge who falls into the punch bowl when Katniss shoots the apple out of a pig's mouth during her scoring in the first book, but Katniss does not formally meet him until the Victory Tour celebration in the second book.
